The manufacturers are requested to apply their make and models relating to Electric/Electronic Tractor and other implements in the next SLTC with all documents including CTR.

NOTICE – 1 Mandatory Online Registration and Document Submission

Manufacturers whose makes and models were previously approved by the SLTC through offline mode are hereby directed to complete the following mandatory steps for transition to the online system:
1. Manufacturer Profile Registration
  Manufacturers who have not yet created their profile on the official portal must register their firm prior to submission of documents.
  • Visit the OFMRDC Portal: https://ofmrdc.odisha.gov.in
  • Complete the Manufacturer Profile and submit the application.
  • The manufacturer profile will be approved after verification of documents at DE, OFMRDC level.
2. Submission of Documents
  After receiving message of approval on the registered mobile number, the manufacturer shall upload and submit the following documents for their offline-approved makes and models. The submission window will remain open from 07.05.2026 to 31.05.2026:
  • DAFP(O) SLTC approval letter
  • CTR/BID/BEE/DGCA/MNRE certificates (as applicable)
  • Government of India approval letter (for tractors and combine harvesters)
  
  Note: All uploaded documents must be valid and clearly legible. Timely submission is essential to ensure that the approved makes and models remain active and eligible for future renewal.
NOTICE – 2 Discontinuation of Offline Submission for SLA Renewal :
1. It is hereby informed that the process of SLA Renewal for makes and models approved by the SLTC through offline mode is being transitioned completely to the online system through the OFMRDC Portal (https://ofmrdc.odisha.gov.in).
  With effect from 01.06.2026, no offline applications shall be accepted for SLA Renewal under any circumstances.
Guidelines for submission of requisite documents and execution of Service Level Agreement (SLA)

The Service Level Agreement (SLA) between the manufacturer and the Development Engineer (DE) shall be processed as per the following procedure:
1. During online application, a copy of the agreement drafted on plain paper, duly signed by the Manufacturer, shall be uploaded on the OFMRDC portal.
2. The specimen or model copy of agreement is enclosed for adoption by the manufacturer.
3. The original agreement on non-judicial stamp paper, will be signed in the O/o the OFMRDC by the manufacturer/authorized representative and DE/EE/AEE in presence of witness.
4. The authorized representative as well as the witness shall produce their ID proof during signing of the agreement.
The Manufacturers whose models have been rejected in SLTC 2025-26 Phase-1 are given a window to comply from 15th March to 15th April-26 for consideration in the next special SLTC.
The manufacturers are requested to apply their make and models relating to Electric/Electronic Tractor and other implements in the next SLTC with all documents including CTR.
